Design Notes will be drafted. The Owner of a Manual must be a Registered User,(ie Manuals.manual_owner_name = Users.user_login_name), and is the only person allowed to enter or update the contents of the Manual.
Some Manuals can be accessed by anyone, but some can be accessed only by Registered Users.
